14J - Air Defense C4I Tactical Operations Center Enhanced Operator/ Maintainer

An Air Defense C4I Tactical Operations Center Enhanced Operator is a member of the Army's air defense artillery team. The air defense tactical operations center operator supervises or serves as a member of a manual early warning network (MEWN) section, team, or platoon in operations and intelligence functions.

Air Defense C4I Tactical Operations Center Enhanced Operator/Maintainer:  Performs march order, emplacement, initialization, and operator/organizational level system maintenance and PMCS on Air and Missile Defense Planning Control Systems (AMDPCS) as well as operating the Sentinel Radar. Evaluate tactical electronic intelligence data for force/engagement operations in a joint service network. Perform operations and intelligence duties and operates/performs operator PMCS on vehicles/system prime power units. Perform data connectivity between AD communications equipment, Tri-Services Tactical Communications (TRITAC) network, Mobile Subscriber Equipment (MSE), and Link-11 with Army, Air Force, Navy, Marine Corps and Allied Nations. Perform on-line/off-line Common Hardware-Software diagnostics and fault isolation programs. Emplace, initialize, operates and march orders LAN, WAN, JTAGS, GMD and remote video displays.

VEHICLE DRIVER: Accountable for a High Mobility Multipurpose Wheeled Vehicle (HMMWV) Conducts Preventive Maintenance Checks Services (PMCS) performing before, during and after maintenance on the High Mobility Multipurpose Wheeled Vehicle (HMMWV) system while annotating deficiencies on DA Form 2404/5988E (Equipment Inspection and Maintenance Worksheet), and maintains vehicle equipment logs. Assists maintenance mechanics with parts and labor on their assigned vehicle; Performs duties of transporting the Platoon Sergeant/Platoon Leader.

ENGAGEMENT CONTROLLER:  Evaluate tactical electronic intelligence data for force/engagement operations in a JTAGS Section, JTAGS Detachment. Perform operations and intelligence duties and operates/performs operator PMCS on vehicles/system prime power units.

EWS OPERATOR/MAINTANIER: Performs march order, emplacement, initialization, and operator/organizational level system maintenance and PMCS on Air and Missile Defense Planning Control Systems (AMDPCS) as well as operating the Sentinel Radar. Soldiers serving in: Brigade Combat Team (BCT),Infantry/Heavy/Stryker/FCS,Fires Bde,Combat Aviation Bde,Battle Field Surveillance Bde,ADAM Cell

OPERATIONS ASSISTANT:  Perform data connectivity between AD communications equipment, Tri-Services Tactical Communications (TRITAC) network, Mobile Subscriber Equipment (MSE), and Link-11 with Army, Air Force, Navy, Marine Corps and Allied Nations. ENGAGEMENT CONTROL SHIFT LEADER: Responsible for training and evaluating of crews forward in the tactical electronic intelligence data/engagement operations in the JTAGS Section or Detachment Area of Responsibility (AOR).Accountable for the health, welfare, morale, training, and supervision of 3 – 6 soldiers; Provides technical and tactical guidance to accomplish the duties of his/her shift, as well as, the training and development of crews for Air Defense Operations; Responsible for the operations, preventative maintenance of the Air and Missile Defense Planning and Control System (AMDPCS) as well as, vital system software/hardware valued at over one millions.

ENGAGEMENT CONTROL TEAM LEADER: Provides tactical and guidance to accomplish the duties of his/her teams’ mission for the Air Defense Operations in JTAGS Section or Detachment. Accountable for the health, welfare, morale, training, and supervision of 6 – 10 soldiers and NCOs; Responsible for the operations, preventative maintenance of the Air and Missile Defense Planning and Control System (AMDPCS) as well as, vital system software/hardware valued at over one millions.

Air Defense C4I Tactical Operations Center Enhanced Operator/Maintainer: Performs duties in preceding skill levels and serves as a crew chief in Air Defense Command and Control (C2) nodes or sensor section. Supervises soldiers and provides technical guidance to subordinate Soldiers. Perform data connectivity between Air Defense communications equipment, TRITAC, MSE and Link-11 with Army, Air Force, Navy, Marine Corps and Allied Nations. Perform online/offline Common Hardware‑Software diagnostics and fault isolation programs. Emplaces, operates and maintains LAN, WAN and remote video displays. Responsible for the emplacement, operation, and maintenance of JTAGS, GMD and ADAM Cell systems.

SENIOR EWS OPERATOR: Trains and evaluate sensor teams to detect tracks and identifies aircraft, correlates tracks, and broadcasts early warning information. Operates and performs preventive maintenance checks and services on the team vehicles and power generation equipment. Performs operations and intelligence duties in Air Defense units. Performs map operations. Operates over radio nets. Performs march order, emplacement, initialization, and operator/organizational level system maintenance and PMCS on Air and Missile Defense Planning Control Systems (AMDPCS) as well as operating the Sentinel Radar.Evaluate tactical electronic intelligence data for force/engagement operations in a JTAGS Section, Detachment and ADAM Cell.

TEAM CHIEF: Performs duties in preceding skill levels and serves as a Team Chief in the Air Defense Command and Control (C2) nodes; Echelon Above Division (EAD) . Accountable for the health, welfare, morale, training, and supervision of 6 – 10 soldiers and NCOs; Responsible for the operations, preventative maintenance of the Air and Missile Defense Planning and Control System (AMDPCS) as well as, vital system software/hardware valued at over one millions.

LIAISON SGT: Serves Liaison Sergeant in the Brigade/Battalion Headquarters of the Air Missile Defense Command; Advises staff in the planning, execution, and evaluation of the Brigade/Battalion training plan.

OPERATIONS SGT: Serves as the Operations SGT in the Brigade/Battalion Headquarters of the Air and Missile Defense (AMD) brigade/battalion; advises the staff in the coordination, implementation, and evaluation of brigade/battalion training plans.

SECTION CHIEF: Evaluates all positions in the Early Warning Section; Ensures proper cross training across positions to prevent degradation upon loss of personnel with the aid of the C4I Team Leader; Reviews defense design to prevent major deficiencies from occurring and briefs subordinates; Coordinates with Operations SGT to provide cross training; Advises the Commander on the training status of the unit; Responsible for the health, welfare, and morale of 8 – 12 Soldiers, Responsible for the operations, preventative maintenance of the Air and Missile Defense Planning and Control System (AMDPCS) as well as, vital system software/hardware valued at over one millions.

(a) A minimum score of 100 in aptitude area MM and a minimum score of 100 in aptitude area GT in Armed Services Vocational aptitude Battery (ASVAB) tests administered prior to 2 January 2002.
(b) A minimum score of 97 in aptitude area MM and a minimum score of 100 in aptitude area GT on ASVAB tests administered on and after 2 January 2002.
Active Army and Reserve Component enlisted personnel.

Course Scope:
Training includes but is not limited to operation and operator preventive maintenance checks and services (PMCS) and corrective maintenance for the Air and Missile Defense Planning Control Systems (AMDPCS) Brigade Tactical Operation Center (TOC), S1/S4 and S2/S3 functions to include Patriot Battalion and Battery functions, using the Air Defense System Integrator (ADSI) with the Air Missile Defense Workstation (AMDWS) at Brigade level and Tactical Command System (TCS) with Patriot Task Force Planner at Patriot Battalion and Battery level with associated communication equipment.

Special Information:
All Army Natonal Guard soldiers attending training at the ADA Regional TASS
Training Battalion/State RTI must complete the POI for MOSQ in the 14J MOS.
This Program of Instruction (POI) governs both Resident and Regional TASS Training Battalion/State RTI courses. POI is in compliance with TRADOC Regulation 350-70, 9 March 1999, Systems Approach to Training Management, Process, and Products.
a. The resident course is 10 weeks in duration and is trained by the U.S. Army Air Defense Artillery School, Fort Bliss, Texas, 79916-2808. The resident course trains all Active Duty IET soldiers and National Guard IET and Reclassification soldiers.
b. For the TASS Training Battalion Verson, Phase I, IDT is comprised of Modules A, B, C and the first 61 hrs of Module D for a total of 215 hours. Phase II, ADT, will be conducted during the Active Duty Training cycle and consists of the remaining 34 hours of Module D, and Modules E and F for a total of 145 hours.
c. Only prior service soldiers may attend the TASS Training Battalion course. The IDT is completed monthly during 2 training days of 10 hours each and consists of multiple unit training assemblies (MUTA).
d. Tasks that require training and evaluation in classrooms or indoor areas are usually scheduled during the IDT Phase. Tasks that require scheduling of ranges, facilities or field environment are usually scheduled for the ADT Phase.
e. The TASS Battalions/State RTIks will train the course lessons in the following sequence.  Any requests to alter or change the training sequence must be requested through and approved by the U.S. Army Air Defense Center and School prior to the start of training.
