27D - Paralegal Specialist

A Paralegal Specialist is an integral part of the Army's legal system. They assist judges, Army lawyers and unit commanders with legal matters and judicial work. The Paralegal Specialist provides legal and administrative support in such diverse areas as criminal law, family law, international law, contract law, and fiscal law. Paralegals are also involved in defense and judicial legal services as well as operational and foreign law.

Paralegal Specialist/Corporal (E4):  At the Battalion level, provides preliminary paralegal and administrative support to unit commanders and staff and coordinates paralegal actions with supervising legal office.  Prepares and processes paralegal documents in support of courts-martial, non-judicial punishment and other military justice matters; line of duty determinations, separation board proceedings and other administrative law matters; paralegal assistance services; claims processing and investigations; rules of engagement and alleged violations of the law of war investigations.

Paralegal Noncommissioned Officer (E5):  At the Battalion level where soldier population is 650 troops or more, provides preliminary paralegal and administrative support to unit commanders and staff and coordinates paralegal actions with supervising legal office.  Prepares and processes paralegal documents in support of courts-martial, non-judicial punishment and other military justice matters; line of duty determinations, separation board proceedings and other administrative law matters; paralegal assistance services; claims processing and investigations; rules of engagement and alleged violations of the law of war investigations (training); supervises subordinate paralegal specialists in the absence of Senior Paralegal NCO at Brigade level.

Paralegal Noncommissioned Officer (E6):  Supervises the operation of a command paralegal office or Support Brigade Legal Office (Combat Aviation, Fires, Sustainment, Combat Support (ME), Battlefield Surveillance). Trains and provides guidance to subordinates on complex paralegal administrative issues; supervises the administration of all military justice actions at brigade level;  coordinates with units concerning tasking and training of paralegal specialist and noncommissioned officers; conducts extensive paralegal research; coordinates and conducts required training with unit Soldiers on Rules of Engagement (ROE), Law of War (LOW); supports legal mission of detainee operations; adjudicates foreign claims; acts as the battle-staff qualified, operational law NCO for the brigade legal team.

Senior Paralegal Noncommissioned Officer (E7):  Supervise the operation of an installation SJA Office or a major section of an SJA Office; plans, task-organizes and provides logistical support to subsections; coordinates the requisition and assignment of installation paralegal specialists/NCOs; develops and implements installation training of paralegal specialists/NCOs; supervises all aspects of paralegal support in all six core legal disciplines; prepares section “standard operating procedures” and assists in preparation of manpower staffing or survey documents and studies.
 
BCT NCOIC:  Supervises the operation of a Brigade Operational Law Team (BOLT) assigned to a BCT/IBCT/SBCT; supervises all subordinate paralegal specialist and paralegal NCOs assigned at the battalion level; supervises the administration of all military justice matters, including courts-martial; supervises administration of all legal support provided to brigade Soldiers in all six core legal disciplines; is an integral member of the Brigade’s battle-staff cell (ASI 2S-Battle-staff qualified); coordinates and conducts required DA training on Law of War (LOW) and rules of engagement.


 
27D5O - Skill Level Five

Chief Paralegal NCO (E8): Supervises the operation of a GCMCA SJA office (Army OCP and Main CP, Sustainment Command (Theater); provides technical and professional guidance to, and coordinates the requisition and assignment of all command wide paralegal enlisted personnel.  Senior enlisted adviser the command-level Command Sergeant Major on legal matters.  Advises the Staff Judge Advocate (normally Colonel attorney) on all training issues for officer and enlisted Soldiers; responsible for the health, welfare, and family issues of all soldiers in conjunction with the SJA; issues directives and training initiatives for deployment training and readiness; supervises the administration of all legal services to the installation and command.

Course Title: Paralegal Specialist
Active Army and Reserve Component enlisted personnel, SSG non-promotable and below. Waiver authority for rank restriction is Commandant, US Army Judge Advocate Generals School, Charlottesville, Virgi nia 22903. Aptitude area and minimum score: CL 110. High school graduate. No court-martial convictions or disciplinary action under UCMJ. (Article 15
waiverable by CDR, PERSCOM, DAPC-EPM-A with TJAG approval). No record of time lost under Section 972, 10 USC, (see Appendix 3, MCM). (Lost time waiverable by CDR, PERSCOM, DAPC-EPM-A, with TJAG Approval). No pattern of undersirable behavior as evidenced by civilian or military records.

Nonjudicial punishment, pretrial and post-trial procedures for summary, special, general courts-martial and administrative separations, claims and legal automation plus an FTX.
