The finance management technician performs duties specific to the following financial management processes: budgeting, disbursing, and accounting for government funds; payment for travel and commercial vendor services; pay support of soldiers and foreign national employees; and internal control operations.
36B1O - Skill Level One
Financial management clerks / technicians: Receive and post funding, commitment and obligations documents to accounting and budget systems. Receive and process treasury checks for payment. Maintain disbursing files and prepare periodic financial reports. Receive, review, prepare and compute travel vouchers. Receive, review, and process pay documents. Receive and review contracts, invoices, and receiving reports. Prepare payment vouchers in accordance with various government regulations. As a private to private first class job titles are cashier, budget clerk, disbursing clerk or pay clerk. As a specialist or corporal job titles are budget technician, disbursing technician or pay technician.
36B2O - Skill Level Two
Financial management analysts: Perform the duties shown in the preceding level of skill. Verify accuracy of commitment registers, accounting documents and data bases, disbursing reports and documents, travel vouchers, vendor payments; and pay documents. Establish and maintain pay accounts on foreign nationals. As a sergeant job titles are pay analyst, disbursing analyst, commercial accounts analyst; may also serve as a drill sergeant or detailed recruiter.
36B3O - Skill Level Three
Senior financial management analysts: Perform the duties shown in the preceding level of skill. Supervise and prepare training to support accounting, disbursing, budget, travel, military pay, foreign national pay, internal control and vendor services operations. Certify accuracy of accounting, budget, travel, pay, disbursing, and vendor pay documents. Perform internal control inspections incompliance with various government regulations. As a staff sergeant job titles are senior disbursing analyst, senior fm analyst, accounting senior fm analyst, internal control senior fm analyst, commercial accounts nco or budget nco. May also serve as a detailed recruiter, drill sergeant or instructor / writer / developer.

Course Scope:
Introduction to finance operations, DJMS/JDCIII; research finance actions using DODFMR/MPPM; computing pay dates; entering input for pay election; military pay and allowances, allotments; miscellaneous adjustments; casual payments; transact public funds; prepare military pay voucher, travel vouchers, principles, rules, procedures and reporting of the operation maintenance army appropriation. Coding of expenditure, reimbursement and miscellaneous transactions and their effect on the Standard Army Finance System; budget execution and accounts payable, finance wartime doctrine.
Special Information:
College bound (split option trainees) reservists and National Guard soldiers should ensure an AIT class and end date which will allow adequate time to return home for college registration and/or attendance. Students will not be released prior to the
scheduled graduation date. Ensure guidance counselors in MEPS schedule AIT when soldier reports for basic training.
Financial management managers: Perform the duties shown in the preceding level of skill. Provide technical guidance to lower grade personnel in accomplishment of those duties. Supervise financial management operations. As a sergeant first class job titles are detachment sergeant, disbursing manager, finance manager, operations fm manager, accounting fm manager, internal control manager, budget manager, deputy finance officer or cash control officer. May also serve as a drill sergeant or senior drill sergeant, instructor or senior instructor, writer/developer or senior writer / developer, small group leader and human resource command branch manager.
36B50 - Skill Level Five
Financial management advisors perform the duties shown in the preceding level of skill, provides technical guidance to personnel in accomplishment of those duties, and supervises financial management operations. Senior financial management advisors provide technical and operational advice to commanders on all matters relating to financial management. Senior financial management inspectors inspect all functions and activities of financial management. Job titles are first sergeant, financial management advisor, fm operations advisor, accounting senior fm advisor, internal control fm advisor and support operations fm advisor, senior fm operations advisor (fm company or fm center), and chief, career management NCO.
